Dearth of draft picks in the 1970s[edit]

I just noticed in researching something else, that the Redskins consistently exercised among the fewest draft picks throughout the 70s. From 70–79 they made just 96 selections. For comparison, the Steelers (who I chose more or less randomly) made exactly twice as many picks over the same period (192). The drafts were 17 rounds in those days, so it seems as though Allen traded away nearly 44% of his picks throughout the decade. It might be interesting to add something about this to this article.
