This page seems to lack current legislation that has been passed in the state of California. This update is necessary, as such legislation may set the the trend for proposals in the future. Hecht, of UCLA's Institute of the Environment and Sustainability, I selectively quoted descriptions of A.B. 2503, a proposed program that passed and was signed by Governor Arnold Schwarzenegger in 2010.
