Confusing Text[edit]

'....in the German territories of Otto the Great the proprietary right was an essential check and control on the church, through which the Holy Roman Emperor largely ruled.' What does this mean? How does the Emperor rule through the church, and why does Otto need to apply a check on the church if he is ruling through it? Clivemacd (talk) 15:12, 17 March 2017 (UTC)[reply]
