Overvoltages are not transient[edit]

This article has a major flaw confusing that transient rises in voltage are considered overvoltages. They’re not, according to the IEEE-1159. Those are called “impulsive transients” and “oscillatory transients”; if they last a bit longer, they’re called “swells” (between 1 cycle and 1 minute).
