What does this mean: "The rent allowance is meant to cover 80% of a servicemember's full expenses and the majority of the remaining 20% servicemember housing expenses.[2]"?

What's the difference between "full expense" and "remaining housing expenses"?

As I understand it, OHA = [Rental Allowance] + [(one time) Move-in Housing Allowance] + Utilities Allowance. This isn't really explained clearly in the article. Does the servicemember's Leave and Earnings Statement list only OHA?
