Elisabeth Noelle-Neumann listed in "Famous People Named Noelle" doesn't belong there. "Noelle" is her maiden name. So it's a last name, not a given name. Delete the one who is from a RPG game?[edit]

The notability rules are all for whether or not an article can be created. Rules for inclusion on lists like this are a lot fuzzier. I've removed all the characters who weren't mentioned in their linked articles, which is the rule for disambiguation pages, but this page isn't a disambiguation page either (though it looks a lot like one), so other editors may disagree with that.
