Extent of the Park - which provinces, to what degree?[edit]

Given that, e.g., the province of Fermo extends to the Adriatic (see Province of Fermo), would it be better to use the phrase "... touches on the provinces of Macareta, ..." rather than "... encompasses the provinces of Macareta, ..."?
