Oppose. It is standard for list articles to include necessary background information contextualizing the list. Even if the "Powers and functions" section were a problem, the information could be shifted back into the lede under WP:SALLEAD. Dekimasuよ! 01:29, 20 July 2023 (UTC)[reply]
