General cleanup

I have no idea where these numbers come from; most seem to be as sourced but many are incorrect and Fes is entirely missing. Have re-sourced from official decree.

No second-most populous

The list jumps right from 1. to 3. most populous city, without mention of the second. Also: on the Wikipedia page for Rabat (listed as 6., 5. if considering the skip) it says that city is the country's third largest, which it isn't listed as here. Major Edit of the Article

• I Deleted the Old list since it was far from being complete, this list contains all cities and town which were considered to be part of urban human settlements, in the 2004 population census
• I Deleted the Old table of Population, since it does not cite references. It erroneously states numbers from a non-existant census in 2010 (the last census was in 2004 the next one is planned for 2014).
• In the see also section, i deleted two articles: Moroccan Wall and Tindouf since there is no direct relation to this article Tachfin (talk) 08:14, 12 July 2011 (UTC)

Rabat - 2nd, 3rd, or 7th largest city?

City proper vs. urban agglomeration of Meknes

User:Daemon11's most recent edit changed the definition of Meknes on List of cities in Morocco to comprise the entirety of Meknes Prefecture. I cannot find any source that suggests that the city of Meknes is contiguous with the prefecture of Meknes.

From the start, it is important to note that this is a list of cities proper, not their urban agglomerations. The UN defines "city proper" as "A locality defined according to legal/political boundaries and an administratively recognized urban status that is usually characterized by some form of local government." It defines "urban agglomeration" as "the de facto population contained within the contours of a contiguous territory inhabited at urban density levels without regard to administrative boundaries. It usually incorporates the population in a city or town plus that in the sub-urban areas lying outside of but being adjacent to the city boundaries." Urban agglomerations include a "much larger area" than the city proper.[6] These definitions of city proper and urban agglomeration are widely accepted and used in scholarly literature around the world.[7][8]

The Urban Agency of Meknes has indicated that the urban agglomeration of Meknes consists of four communes. It is clear from other sources that cite the Urban Agency of Meknes[9][10][11][12] that these four communes are Meknes proper, Mechouar-Stinia, Toulal and Ouislane. If the official government agency responsible for the urban agglomeration of Meknes does not even define the agglomeration as consisting of the entire prefecture, I do not see how it is reasonable to suggest that the city proper of Meknes comprises the entire prefecture. I believe that defining Meknes to include Meknes proper and Mechouar-Stinia (location of the royal palace, containing less than 5000 people and completely surrounded by Meknes proper) is consistent with the UN definition given above. Indeed, the city's own website cites only the population of Meknes proper (520,428). The commune of Ouislane is listed separately on the list at #42.

Unless sources more authoritative than those already given can be found, I will revert User:Daemon11's last edit. I have no objection if someone wishes to make a separate list of Urban agglomerations of Morocco that might include the expanded definition of Meknes given by the Urban Agency; but even so, that definition would not extend to the entire prefecture. In addition, such a list would include much expanded definitions of agglomerations for all of Morocco's larger cities, not just Meknes. For instance, the prefectures of Rabat, Salé and Skhirate-Témara form a single agglomeration,[13] but Salé, Rabat, Témara and Skhirate are all given separately on this list.

In response to User:Cobblet's invite to talk about the city proper or urban agglomeration of the city of Meknes, I'm using only one argument:

• The official government census of 2014 with results published in the `Bulletin Officiel` of 23rd April 2015(Page 6) says clearly that the number of urban population in Meknes is 687,575 which indicates the population living in the city - city proper. Therefore, Meknes remains populous than Rabat, and then occupies officially the 6th place in the ranking of Moroccan cities' populations count.

Speaking about the urban population, Meknes Prefecture has(based on the same source as cited before, but page 8) precisely 148,120 inhabitants. This number if added to the previous number gives the total population count in the entire Prefecture of Meknes, which is exactly 835,695 inhabitant.

Rabat may appear populous, but this effect is due to the inhabitants of neighboring agglomerations(Salé, Temara,...) who transit to the city.

Concluding, if an edit has to be done to the table, the population count for the city of Meknes must be 687,575, which I'm correcting myself.

@Daemon11: You again fail to distinguish between Meknes the prefecture, whose urban and rural populations you correctly quote from page 6 and 8 respectively, and Meknes the municipality (i.e. the city proper), whose population is given on page 17 of the same report as 520,428, which corresponds to the figure cited on the Meknes city council's website I linked to above. Meknes Prefecture includes not only Meknes proper but also its neighbouring municipalities of Mechouar-Stinia, Toulal and Ouislane, which comprise the Meknes urban agglomeration as the Meknes Urban Agency has defined it, as well as the non-neighbouring municipalities Boufakrane and Moulay Driss Zerhoun and three primarily rural cercles which do not even form part of the agglomeration. The urban population for Meknes Prefecture is the sum of the urban populations for all of these parts of the prefecture and does not take into account whether or not they fall within Meknes proper. Mechouar-Stinia is the only other municipality besides Meknes itself that can sensibly be said to do so as it lies wholly within the historic city centre.

The figure quoted in the table for Rabat is for Rabat Prefecture only; as I already noted, it does not include figures for Salé or Temara which are listed separately in the table, at #5 and #12 respectively.

Update: I have now found a document from the High Commission for Planning that presents results of the 2014 census while implying that the city of Meknes does in fact comprise four municipalities. I have updated the page accordingly. Cobblet (talk) 18:57, 9 October 2017 (UTC)
