I started to do this and realised that some of the data on here is inconsistent with the references. For instance, if I go to http://www.heritage.org/Index/Explore.aspx?view=by-region-country-year, select 2008 and then sort by overall ranking, Chile comes 11th after Denmark, not eigth. If you look at the actual report (here's a copy) the rankings are correct, leading me to believe the original documents were the reference for the table. Maybe some of those figures were based on historical data that has since been revised, which accounts for the difference in the online data. If someone wanted to update the table, they'd need access to all of the original documents, and unfortunately I wasted a couple hours of my time figuring this out. Col. Also, what's the rationale for just listing the top 40? Rankings of middle & bottom countries are just as useful as the top ones. This article lists all rankings. AndrewRT(Talk) 23:21, 13 August 2009 (UTC)[reply]
