Shurta and Muhtasib[edit]

It says they’re believed to be the first police force in the world but that Arabic Shurta was active in the 10th century and the Muhtasib also had a policing role before 1611, were they police?

In ancient Rome Augustus the first emperor set up a system of vigiles who acted as police and also firemen. In ancient China, prefects and subprefects acted like policemen in the states of Chu and Jin in the Spring and Autumn Period of the 1st millennium BC. Babylonia had similar officials. There were police in Egypt as far back as the 4th dynasty of the Old Kingdom, in the 3rd millennium BC. Maybe the High Constables of Edinburgh were just the first policemen in Scotland?
