The word is rarely offensive in Mexico, it is a fairly neutral descriptive of someone who is lighter than average: in a place that's heavily indigenous in southern Mexico, that could mean someone who is a lighter mestizo with brown hair and skin that olive or tan rather than brown. In northern Mexico or urban areas, it usually implies a more blond and white-skinned appearance.
