I submit that Fred Horne is notable under the following clause.

" Any Biography

   * The person has received significant recognized awards or honors.
   * The person has made a widely recognized contribution that is part of the enduring historical record in his or her specific field.

"

In that he has been awarded the Queen Elizabeth II Golden Jubilee Medal as well as numerous volunteerism awards (unable to accurately cite at this point, hence not including them). Further to point two he has contributed heavily to three very important very important pieces of academic work in his field of public health policy Unleashing Innovation in Health Systems, Exploring Technological Innovation in Health Systems and Laying the Groundwork for Culture Change: The Legacy of the Primary Health Care Transition Fund.

Further as noted he is a candidate for a major party in an upcoming election.

While perhaps none of the three reasons would stand for notability on their own, I think together they certainly meet, at least a minimum standard, of notability.

Is this completely off base?

Not completely, I don't think, no. I think the strongest point is the papers. Where were they published? I see that there have been more than forty-five thousand winners of the Golden Jubilee medal, so I don't put too much stock in that (was his receipt of the medal written up anywhere?), and it's a well-established principle that being a candidate for election doesn't make you notable. NPOV[edit]

His notability is no longer in question now that he's been elected as an MLA, but the article still reads like a promotional piece. I'd be grateful to anybody who could clean it up. Sarcasticidealist (talk) 09:06, 5 March 2008 (UTC)[reply]
