No, this is essentially an index of Wikipedia articles, so if someone's added who doesn't have an article or meet MOS:DABRL or MOS:DABMENTION, it would just be deleted. If you follow the Wikipedia:articles for creation link, you can nominate it there, and then someone will check if he meets the WP:NOTABILITY guidelines, and if so, put it on the list of articles to be created.
