The difference in population and economic importance between the Canadian Embrun and the French one is not sufficiently large as to deem one more legitimately notable than the other. The disambiguation page is to remain at Embrun; Embrun, Ontario is not sufficiently notable to merit the undisambiguated redirect, and every single article that links here currently is intending the French one.
