Charter?[edit]

This article has no refs, but is basically correct (going to add a ref soon), but I couldn't find any reference to a charter? Is there confusion with the much older Borough of Monmouth?

All the council areas designated by the 1972 local government act were called district or borough (eg Torfaen Borough Council and Monmouth District Council) but I don't think there were any charters involved? Robevans123 (talk) 14:57, 20 July 2016 (UTC)[reply]
