Needs broadening[edit]

The article is exclusively about the US military, but the general concept of a cost-of-living allowance or adjustment (COLA) is used in many organizations and in many countries around the world. The article ignores the general concept for a highly specialized use of the term. Anyone have any ideas on how to fix this? --Jayron32 19:38, 3 May 2010 (UTC)[reply]
