References?[edit]

This article needs references. Where and when was it decided that a government may impose a penalty with less than proof beyond a reasonable doubt? Thanks in advance. JonathanFreed (talk) 15:38, 19 February 2008 (UTC)[reply]

Since Bill Clinton and Tony Blair said so. 217.42.58.20 (talk) 11:44, 3 December 2009 (UTC)[reply]
These have existed for far longer than that, although maybe their use is increasing. It can't be blamed on those specific politicians and this should not be added to the article without firm references to support their involvement. We do need references on the existing content and some historical background. It would also be good to briefly cover it country by country, preferable acknowledging the existence of more than the USA and UK. --DanielRigal (talk) 23:23, 3 December 2009 (UTC)[reply]
