I guess this is the chap in http://www.nationalarchives.gov.uk/documentsonline/details-result.asp?Edoc_Id=7952644 which would make his service number 483896 so http://www.london-gazette.co.uk/issues/exact=483896;sort=oldest/start=1 should cover most things, though he seems to be CB MBE, rather than CVO CBE, retirement date is possibly too early as well. Ah no, he's Christopher Haslett Elliott, http://www.london-gazette.co.uk/issues/57247/pages/4067 (found by searching for Defence Services Secretary), not the Christopher Leslie Elliott I found above (I wonder how many MOD memos went adrift...) so correct service number is 482177, hence http://www.london-gazette.co.uk/issues/exact=482177;sort=oldest/start=1 should be reasonably comprehensive.
