Major improvements[edit]

I will be preparing a major expansion of this article during this week, in case there are any comments or suggestions. Since almost everything is missing, I will focus on history, organization and institutional framework, objectives and policies.

I am aware of previous copyright issues in this article, so I will be careful to edit in accordance with Wikipedia guidelines. Please let me know if I make any mistakes.
