I'll try to find some media articles about him, but the problem with SADR is that they are in 1993 when it comes to internet. So they have no overview of their officials. Mojtar has been a minister in the SADR government and ambassadour in several countries. UK being his most important diplomatic posting. I think that should warrant notability.
