Accuracy of NOx figure[edit]

I know the 35% reduction in NOx is thrown around all over the place (blogs, short news updates on Boardman), but I cannot seem to verify it. On the contrary, I think I have convincing evidence that it is not true at all. The given reference [1] doesn't point to anything in particular. Perhaps it was referring to this [2] which actually refers the reader in text to verify the claim at [3]. EPA Air Markets puts the Boardman NOx emissions at around 9000 tons for 2010. Now, looking at [4], (see page 12656) Oregon's emission are shown to be around 260,000 tons in 2007, and Boardman's contribution of 10,300 tons, a figure in approximate agreement with the EPA Air Market values for the last couple of years. Unless there was a tenfold decrease in statewide NOx production in the last 4 years (I estimate this to be unlikely because auto emission are unlikely to decrease by a significant amount and they make up a significant potion of the NOx emissions, other states have similar orders of magnitudes of NOx emissions), then Boardman only makes up about 4 % of the state's NOx emissions by a 2007 estimate. Interestingly, Boardman's CO2 emissions are 8.0% of Oregon's overall emissions in 2009 according to [5] and [6], however, this figure is likely to jump to over 10% in 2010 once those statistics are released on the latter site given the substantial increase listed in Boardman's emissions.
