Not sure why the introduction of HDTV in the US would cause spectrum crowding - ATSC digital broadcasts use the same amount of spectrum (6 MHz) as the old NTSC broadcasts, and use it more efficiently. Additionally, the switch to ATSC causes VHF channels 2-4 to be discontinued, and reassigned higher UHF band channels above 51 to other purposes. Was the author referring to the use of so-called whitespace equipment?
