Proposed merge of Authorities referendum into Referendum[edit]

I propose merging this article into Referendum, as there appears to be inadequate sourcing to indicate this is an accepted or widely discussed typology. Beyond the first two papers cited here, there are only a handful of hits on JSTOR for the terms "government initiated referendum" and "top-down referendum", largely passing mentions. "Authorities' referendum" is a specific legal provision in 3 German municipalities (per this source) and I could not find any other use of the term. The use of other sources and the majority of the content in this article is synthesis (e.g. the sources discussing Irish & Icelandic referendums are either primary source texts or don't discuss them in the context of government vs. citizen initiated referendums).
