Something a bit unclear: A Modern History of Hong Kong (Steve Tsang) p162 [1] mentions that in 1950 and/or 1951 Clarke was 'Acting Financial Secretary', whereas Littlewood (quoted in article [2]) says that Follows retired 'at the end of 1951' and Clarke started in 1952, presumably 1 Jan.
