Clarification[edit]
The article still does not make clear what an "area" is relative to a town or township. On one hand, it's implied that it's simply an administrative division one the same level as town or township, but it seems to be latter implied that it's an "overlay" or parallel administrative division. As to how they differ in function from towns or townships, nothing is said at all. Please clarify all of this. Criticalthinker (talk) 09:15, 28 December 2023 (UTC)
