I've just read this article and it doesn't describe its subject[edit]

The article talks a lot about how to grant a blessing of this sort, and who has done so with what phrases, but not what the import is for believers, non-believers, or "within universe." When a Pope, Bishop or Priest does this, what do they believe the effect is of doing so? What does it do for whom? 120.17.90.223 (talk) 12:16, 16 October 2021 (UTC)[reply]
