Category name and scope[edit]

I wonder if there is an issue in that the category is called Railroads by U.S. state navigational boxes, but two of the navigation boxes included are for areas that are not states - Template:Washington, D.C. railroads and Template:Puerto Rico railroads. The former I think is less of an issue as Category:United States navigational boxes by state includes and Washington D.C. is something of a special case. However Category:Puerto Rico navigational boxes is not part of that category, but is instead in Category:United States insular areas navigational boxes. Given this I wonder if either the category should be renamed to something like Category:Railroads by U.S. state or territory navigational boxes, or if indeed Template:Puerto Rico railroads should be removed from this category.
