Does any one out there know about uk Housing Benefit Law and regulations?

My problem is this: A man was in prison and due to be released. I obtained a tenancy for him for the date of release. But on the day he was 'gate arrested' on further charges and remanded back i prison

Two weeks later he was bailed to the tenancy I had originally obtained. He is in receipt of state benefits. But the Housing the Local Authority will not allow Housing Benefit for the two weeks he was on remand on the grounds that he never set foot in the tenancy. The landlord says he wants the rent for those two weeks. My man cannot afford to pay.

Any advice please.
