Outlines are lists. Therefore, this category should be listed as a subcategory at Category:Lists.

The set of outlines is also a key navigation system of Wikipedia, with almost every outline covering a core topic. Therefore, this category also belongs as a subcategory of of Category:Wikipedia core topics.

outlines are lists indeed. Lists of Wikipedia articles. Therefore this is a {{wikipedia category}}, just like Category:Wikipedia core topics or Category:Indexes of articles. You yourself agree that this is a "navigation system of Wikipedia" (we won't argue about the "key"), therefore I don't see why you must keep up the pretense that these pages are "articles".
