I propose moving this article from "Flora of China (journal)" to "Flora of China (series)". Floras--including this one--are serial publications, but they aren't journals. They are more like encyclopedias: multivolume reference works with a finite beginning, ending, and number of volumes. The last volume of Flora of China, for instance, will be published next year, and the volumes were not published sequentially like a journal.
