Incorrect Camera Location

What is the best way to correct the camera location information for this photo, as the online source seems to have incorrect information?

The camera location is listed as: 40° 42′ 51.01″ N, 74° 0′ 23.00″ W is New York's Tweed Court House, a few miles downtown from Penn Station.

A more likely location is: loc: 40.7502° N, 73.9948° W

It would seem the original source catalog data is incorrect. (see following).

The Pennsylvania_Station_(New_York_City) page lists the location 40°45′02″N 73°59′38″W / 40.750638°N 73.993899°W.

The original source of the photo seems to be the U.S. Library of Congress, Prints & Photographs Online Catalog, at:

4. Historic American Buildings Survey, Cervin Robinson, Photographer May 8, 1962, WEST END OF SOUTH (31st Street) FACADE. - Pennsylvania Station, 370 Seventh Avenue, West Thirty-first, Thirty-first-Thirty-third Streets, New York, New York County, NY

which lists the location as: Place:

New York -- New York County -- New York Latitude/Longitude: 40.71417, -74.00639

(which is the decimal equivalent of the current DMS format location of the photo). As this is part of the New York's City Hall complex, the longitude/latitude might have been used as the "location" of New York City photos during cataloging or digital conversion.

The catalog data street address, "370 Seventh Avenue", doesn't make sense either. Assuming the "WEST END SOUTH (31st Street) FACADE" caption is correct, Penn Station stretches between Seventh and Eighth Avenue so the picture would have been taken from the Eighth Avenue side.
