English: A small sample of smart meter data compared with billing information from the City of Cape Town, showing responses to key events during the DayZero drought.

Two main features: (1) The perverse response to the ambiguous Level 5 messaging in September 2017. (2) The substantial reduction following the release of the apocalyptic Disaster Plan in October 2017
