I'm not keen on going for a quick-fail, but in this case I think it's appropriate. The article has the clear potential to meet GA standards, but it has substantial problems with referencing at the moment.

• "Early life and career" has no references at all.
• "Governor of Victoria" is only 50% referenced.
• "The Hopetoun Blunder" is only 50% referenced.
• "Influence over the Barton government" is substantially unreferenced.
• "Financial dispute and resignation" appears to be almost entirely unreferenced
• "Later life" is unreferenced.

I'd advise going through and providing some additional attribution for where this information came from. It may be that Torrence or Souter in the references section support these (they don't seem to be used in the in-line citations that are used in the rest of the article) but it's not possible to tell at the moment and in-line citations are a requirement for GA.

Minor points I'd pick up on at the same time are ensuring that Commons images have US as well as Australian copyright tags.
