Minimal use (WP:NFCC#3)	This is the only image from the film in the article; the only non-free image in the article; and the only image of Jackson's vision of Bree anywhere on Wikipedia. It's cropped and at the usual poor resolution.
Respect for commercial opportunities (WP:NFCC#2)	At this distance in time, and with so many images freely available on the web, it seems most unlikely that one small blurry image could do the slightest harm.
